SADC came into existence in 1980, when it was formed as a loose alliance of nine majority-ruled States in Southern Africa known as the Southern African Development Co-ordination Conference (SADCC), with the main aim of co-ordinating development projects. The transformation of the organisation from a Co-ordination Conference into a Development Community took place on 17 August 1992 in Windhoek, when the Declaration and Treaty were signed, giving the organisation a legal character. It was therefore fitting to host a SADC Trade Database Capacity Building Basic Course here where the transformation of the organisation took place.

The workshop covered the background to the SADC Trade Protocol, SADC trade data challenges, the development of the SADC Trade Database, as well other trade data sources. The importance of robust trade data for Namibia in the light of its membership to SACU as well as engagement with the EU-EPA negotiations was emphasised. The issue of accuracy and timeliness of the data also dominated the workshop.
